In 2022, the Home Builders and Remodelers Association of Massachusetts engaged Ball Consulting Group, LLC to proactively put forth its messaging on restrictive housing and zoning laws that limit the development of housing in the state.

A key piece of HBRAMA's platform was the creation of "starter home zoning districts," a statute contained in an economic development bill that stalled when the state Legislature adjourned in the summer. In September, Ball Consulting Group proposed and developed an op-ed from HBRAMA urging state legislators to act.

The op-ed outlined the historical significance of starter homes as well as the negative effects of the lack of housing on state population, economy and workforce, and issued a call to action for the Legislature to approve the bill. Less than six weeks after being published by The Boston Globe, the bill was passed by the Legislature and signed into law by Gov. Charlie Baker.
